一元復(fù)始，萬象更新。值此辭舊迎新之際，我謹(jǐn)代表山東省人民政府和1億多山東人民，向港澳同胞、臺灣同胞、海外僑胞和世界各國朋友，致以誠摯的問候和良好的祝愿!

2018年是山東發(fā)展史上極不平凡的一年。習(xí)近平總書記在全國“兩會”山東代表團(tuán)發(fā)表重要講話，6月親臨山東主持上海合作組織青島峰會，視察山東并發(fā)表重要講話，要求我們“在全面建成小康社會進(jìn)程中走在前列，在社會主義現(xiàn)代化建設(shè)新征程中走在前列，全面開創(chuàng)新時(shí)代現(xiàn)代化強(qiáng)省建設(shè)新局面”，為新時(shí)代山東發(fā)展指明了方向，億萬齊魯兒女倍感振奮、備受鼓舞，充滿了信心和力量。

這一年，我們牢記習(xí)近平總書記殷切囑托，著力把大勢、謀長遠(yuǎn)，明思路、強(qiáng)基礎(chǔ)，抓關(guān)鍵、優(yōu)環(huán)境，打出高質(zhì)量發(fā)展的“組合拳”，全省經(jīng)濟(jì)運(yùn)行總體平穩(wěn)、穩(wěn)中有進(jìn)、結(jié)構(gòu)趨優(yōu)，新舊動能轉(zhuǎn)換全面起勢，三大攻堅(jiān)戰(zhàn)成效顯著，改革開放強(qiáng)力突破，營商環(huán)境持續(xù)優(yōu)化，民生福祉全面增進(jìn)。這一年，我們迎難而上、砥礪奮進(jìn)，辦成了一系列打基礎(chǔ)、利長遠(yuǎn)、惠民生的大事要事，更具決定性意義的是，新發(fā)展理念深入人心，供給側(cè)結(jié)構(gòu)性改革有力推進(jìn)，體制機(jī)制不斷優(yōu)化，發(fā)展氛圍全面重塑，全省上下“走在前列、由大到強(qiáng)、全面求強(qiáng)”的干勁越來越足。成績來之不易。這是以習(xí)近平同志為核心的黨中央堅(jiān)強(qiáng)領(lǐng)導(dǎo)、親切關(guān)懷的結(jié)果，是全省人民團(tuán)結(jié)奮斗、頑強(qiáng)拼搏的結(jié)果，也與港澳同胞、臺灣同胞、海外僑胞和各國朋友的鼎力支持密不可分，在此，謹(jǐn)向你們表示衷心感謝!

2019年是新中國成立70周年，是全面建成小康社會關(guān)鍵之年，也是我省加快新舊動能轉(zhuǎn)換、實(shí)現(xiàn)高質(zhì)量發(fā)展重要一年。我們將以習(xí)近平新時(shí)代中國特色社會主義思想為指導(dǎo)，認(rèn)真貫徹黨的十九大和十九屆二中、三中全會精神，深入落實(shí)習(xí)近平總書記視察山東重要講話、重要指示批示精神，牢牢把握“兩個(gè)走在前列、一個(gè)全面開創(chuàng)”總要求，堅(jiān)持穩(wěn)中求進(jìn)工作總基調(diào)，堅(jiān)持新發(fā)展理念，堅(jiān)持推動高質(zhì)量發(fā)展，堅(jiān)持以供給側(cè)結(jié)構(gòu)性改革為主線，堅(jiān)持深化市場化改革、擴(kuò)大高水平開放，以新舊動能轉(zhuǎn)換重大工程為引領(lǐng)，加快實(shí)施創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略，聚焦聚力推進(jìn)鄉(xiāng)村振興、經(jīng)略海洋、軍民融合等工作重點(diǎn)，繼續(xù)打好三大攻堅(jiān)戰(zhàn)，統(tǒng)籌推進(jìn)穩(wěn)增長、促改革、調(diào)結(jié)構(gòu)、惠民生、防風(fēng)險(xiǎn)工作，保持經(jīng)濟(jì)運(yùn)行在合理區(qū)間，進(jìn)一步穩(wěn)就業(yè)、穩(wěn)金融、穩(wěn)外貿(mào)、穩(wěn)外資、穩(wěn)投資、穩(wěn)預(yù)期，著力激發(fā)微觀主體活力，加快塑造高質(zhì)量發(fā)展新優(yōu)勢，促進(jìn)經(jīng)濟(jì)持續(xù)健康發(fā)展和社會和諧穩(wěn)定，以優(yōu)異成績慶祝中華人民共和國成立70周年。

New Year Message

Gong Zheng, Governor of Shandong Province

As a new year begins, everything takes on a new look. On this occasion of bidding farewell to the old year and ushering in the new, on behalf of the People's Government of Shandong Province and over 100 million people in Shandong, I wish to extend my cordial greetings and best wishes to our fellow countrymen and women in Hong Kong, Macao and Taiwan, to overseas Chinese, and to all our friends from around the world.

The year 2018 has been a truly remarkable year in the course of the development of Shandong. General Secretary Xi Jinping delivered important remarks at the panel discussion of Shandong delegation attending the two sessions of the NPC and the CPPCC, chaired SCO Qingdao Summit in Shandong last June, and made important addresses during his inspection tour to the province. He required that Shandong should take the lead in the building of a moderately prosperous society in all respects and the new journey of socialist modernization, and make new advances on all fronts in building a modernized powerhouse in the new era, charting the course for Shandong's development in the new era and bringing pride, confidence and a powerful source of inspiration to hundreds of millions of people in Shandong.

Over the past year, with instructions made by General Secretary Xi Jinping in mind, we have focused on following the trend of our times, adopting long-term plans and clear approaches, consolidating the foundation, addressing key issues, and improving the environment, and taken multiple measures to pursue high-quality development. Shandong has maintained steady economic performance, made positive advances, and improved the economic structure. Transformation of growth drivers has gained full momentum and significant progress has been made in the three critical battles against potential risks, poverty, and pollution. We have made breakthroughs in reform and opening-up, improved business environment and people's well-being. In the past year, we have risen to challenges, forged ahead, and completed major and crucial undertakings to lay a solid foundation, facilitate long-term development and benefit the people. More decisively, the new development philosophy has been embraced by our people, supply-side structural reform has been advanced, institutions and mechanisms have been improved, development environment has been reshaped, and we have demonstrated greater dedication to spearheading the development, transforming from quantity to quality, and pursuing advancements on all fronts. The achievements we have made have certainly not come easily. We owe them to the strong leadership and sound guidance of the Party Central Committee with Comrade Xi Jinping at its core, to the concerted efforts and hard work of our people, and to the strong support of our fellow Chinese in Hong Kong, Macao and Taiwan, fellow Chinese overseas, and friends from all over the world. I would like to express my sincere appreciation to all of you.

The year 2019 marks the 70th anniversary of the founding of the People’s Republic of China. It will be a critical year for finishing the building of a moderately prosperous society in all respects, accelerating transformation of growth drivers and achieving high-quality development. Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will act on the guiding principles laid out at the 19th CPC National Congress and the second and third plenary sessions of the 19th CPC Central Committee, fully implement the principles of the important speeches and instructions made by General Secretary Xi Jinping during his visit to Shandong, follow the general requirements of taking the lead in the building of a moderately prosperous society in all respects and the new journey of socialist modernization, and making new advances on all fronts in building a modernized powerhouse in the new era, remain committed to the underlying principle of pursuing progress while ensuring stability and to the new development philosophy, promote high-quality development, pursue supply-side structural reform as our main task, deepen market-oriented reform and facilitate high-standard opening up. Led by the major program of replacing old growth drivers with new ones, we will implement at a faster pace the strategy of innovation-driven development, focus our efforts on priorities like rural revitalization, maritime economy and military-civilian integration, continue to fight the three critical battles, take coordinated steps to ensure steady growth, advance reform, make structural adjustments, improve living standards, and guard against risks, keep economic performance within the reasonable range, further stabilize employment, financial sector, foreign trade, foreign investment, fixed-asset investment and expectation, unleash the dynamism of market players, form new advantages in high-quality development, strive for sustained and sound development of the economy and uphold social harmony and stability. This would be the best way for us to greet the 70th anniversary of the founding of the People’s Republic of China.

New Shandong in the new era represents a huge platform with enormous potential. Following the important instructions and requirements made by General Secretary Xi Jinping, we are sparing no efforts to carry forward the spirit of reform and opening-up, taking the initiative to be involved in the opening up endeavor at the national level, launching a new round of high-standard opening up and stepping up efforts for new heights in opening up. I would like to invite domestic and overseas friends to Shandong for visits, communication, investment, starting businesses and sight-seeing, in a bid to share new opportunities for development and write a new chapter of cooperation. We will take solid measures to act on the service philosophy featuring “putting oneself in the other’s shoes, taking the initiative to provide services, ensuring a response to each and every need, imposing no interference if no needs expressed and focusing on the evaluation of results”. We have been working to foster a first-class business environment characterized by fewer government reviews, higher administration efficiency, better services and greater satisfaction of the public. We will move faster to build on our strengths in policy, environment and service so as to better facilitate the innovation and entrepreneurship of our friends.
